Agree with Birdy

Pedri is an elite chance creator as well, Vitinha is probably capable of it but I don't see him giving out some superb passes so much. Plays it cautious, like FDJ. But it's good for a midfielder to create some chance here and there

Despite Vitina being WC, Pedri is clear....

The reason is pretty simple: Pedri can do whatever Vitinha does, but he has something Viti doesn't: creativity/vision
Pedri can't create pass and move combinations and create goals like the one above. He tends to turn around in circles and recycle possession instead.

Pedri's vision isn't exactly KDB or Xavi level. He plays it safe most of the time too. Haven't seen play many defense splitting passes at all.

Would you mind sharing some clips where Pedri has created chances like a KDB, Ozil, Pirlo or Xavi could do? Genius vision, killer passes and creativity moments?

Because I am watching most of his club games for the last 3 years and I have seen him play safer passes most of the time. Don't remember ever going "how did he even think of that pass" or "how did he execute that incredible pass".

I think Vitinha is a better controller than Pedri; he normally has more short, medium, and long passes than Pedri, and higher accuracy for short, long, and medium passes. If you check this and last season, that's essential for controllers.

Most of the time, he dictates for Portugal and PSG, but this season, he has been more involved in goals and assists for PSG. I suspect it's because their key forwards have been injured, so he already has 5 goals and 8 assists (13 g/a) for PSG in 18 matches. That's the total g/a he had for them last season in 60 appearances. He always had good long shots, but seems to be hitting them more now.

Game against Atletico we lost last season. In absence of main creators he was serving chances on plate to Rapha & Fermin

Against Getafe away, I'd say a pretty impressive pass to Kounde to break a low block

And ofc there is more. I don't know if he is exactly on the level of those you mentioned in this regard. But I don't think it's arguable he creates more than Vitinha. Probably stats back it up as well

I don't know if he can, but he doesn't. That's why I said, he's a bit like Frenkie regarding this. Frenkie whenever he attempts a killer pass he executes it with perfection, but he just rarely does it. Pedri is not afraid to pull it off, for the better or worse it's debatable. But I personally think a midfielder should not be afraid to attempt a good pass when he spots the opportunity, even at the cost of possesion lost

This season Vitinha is playing a slightly advanced role and immediately getting better numbers.

He's playing all over the pitch this season both deeper and advanced, Lucho obv gave him more freedom after proving himself and the system gelling.
