No one denies Ligue 1 have great pool of promising talents. But again, they mostly go to other leagues and Qsg. If the league itself is so great, why not more than 1 club can keep its talents?
Young talents aside, it's also about technicality, tacticality, traditional. Laliga is just far superior.
Liga has regressed due to its poor managment, but it is always above Ligue 1. Fact.
Also can check Opta index power for league ranking. Ligue 1 is behind all of EPL, Serie A, Liga and Bundesliga.
And Crynaldo said Saudi's league is greater than French's. As a fan of Crynaldo, you have to admit his word.

The issue you're having, like many football supporters, is that you don't actually follow the sport outside of your preferred club or competition. Which is fine, you're not a journalist or a scout, so there's no expectation of expertise. The problem arises when you begin speaking confidently, despite your ignorance, on clubs or competitions you do not follow.
For example, you've asked why French clubs can't keep their talents after a summer when there were less departures, more arrivals, and higher expenditure than any of the last 5, despite it being a quiet summer for PSG, and having no domestic television deal in place at the opening of the market, forcing clubs to present their budgets to the DNCG absent said revenue(since been rectified). Even so, they matched La Liga's spending AND finished in the green:

No matter how many times you repeat it that La Liga is ahead, the fact remains that the competition is regressing significantly in all the metrics that speak to the health and competitiveness of a competition, while Ligue 1 trends in the opposite direction. And it is accomplishing this while producing significantly more players, at a generally higher level, alleviating dependence on massive expenditure or debt reliance(looking at you FCB) to build teams. With the introduction off longterm investment commitments from LVMH through Paris F.C., the gap is only going to grow larger from here.
