The difference is they can miss, we can't. Us 30-40 mil is life or death. We can barely register these players.
The lower the fee, more likely it's to fail(to a good level). So these 30-50mil probably miss very often. PSG can do this with unlimited money. Keep throwing shit at wall, but they are still better throwing money around than Chelsea who is completely clueless.
It's not like that if you do your homework. We didn't even lose money on Malcom, even though most would call him a failed transfer. I mean, yeah, you miss if you sign some absolute bum like Dest for 30-40m. But if you don't hit total flops, you usually get most of the money back if not bank a decent profit.
Basically, if you're skilled a bit, the best that can happen is you hit a home run, and the worst is a minor loss. With many that can land in the middle, player is not quite Barca material, but many teams will jump in and pay good money for him because he is still quality.
Happened with Sanchez and Malcom, two of the very few examples of young players signed in that price range (one from Serie A, and one from Ligue 1). We lost way more on overhyped flops that cost the club a huge amount.
Basically, you need a bit of discipline. 40-50 is good sum for a promising player of a young age that didn't prove himself at the top level yet, with low CL experience, not a starter for a high quality NT, those sort of metrics. As you approach 80m the player has to be dead on quality with multiple solid performances at the top level vs big teams, with CL or big league experience and so on.
