The current rules were brought in to basically stop a team from just "buying" the league, but they're so harsh that they're basically just anti-growth at this point. Newcastle and Villa having to sell all their best players constantly despite Champions League seasons is not good for the league I think.

They are in a hurry to do a few more shady deals before the outcome of the 115 charges is heard.
They know they might get away with 1 or 2 transfer bans (or even more silly penalties like points deduction), whereas the real (and ONLY) fair penalty is the actual official REMOVAL/RETRACTION of the titles won during the cheating period...
