I believe there is a white race or subrace but is the germanic one. White, arian western means Germanic in Yank or German language. What is the German culture? Mostly Roman (Aka Anatolian with a pinch of Steppe elite) and Jewish (Christian). That is the framework, the fried cabbage, language, cloths, songs are minor cultural ellements.
There is German philosophy but it's late in the game, it created no mass culture and some is Jewish too.
