On top of the fact the contact with the hand isn't clear (obviously the ball has hit his head, because his hand cannot send it that far), his hand is only there because the player next to him pushes into it.
Not to mention, it is not enlarging his body.
It is a textbook example of a hand contact that isn't a handball. I wonder what training any of these referees have anymore.
