Originally It was suppose to happen but Valencia and City decided not to do it. If anything Mangala kept Otamendi out of the Starting lineup for most of the games until he got injured.For some reason I'd thought Mangala had gone from City to Valencia this season as part of the Otamendi deal. Apparently not.
