he's an all-time great and better than pretty much everyone else ever at that position.
Scholes isn't THAAAAAT far behind, though. consider that he peaked about 8 years ago in a team that was much more direct than United currently and certainly more direct than us. and he was often played out of position. the fact that he can still get it done at 37 is simply ridiculous and a testament to how awesome he is. Xavi would say the same.

maybe if Scholes played for us at his peak right now we would be saying he is better
but I guess history decided who is better, its Xavi...what he achieved with Barca and Spain is beyond any comparison

Well, it did say in the title that it was Xavi vs SCHOLES IN HIS PRIME. Last time I checked, his prime was 1999-2004 and not now. Spot on, I could never figure out why people say they're similar, they're very different players, scholes is much more suited to the english game, xavi more to the spanish one which is a much more technical game. I always like Scholes but he shouldn't even be compared to Xavi, and looking at the respective players achievements you certainly don't see why they should even be compared in that area. Xavi is a pioneer, certainly the best at what he does (IMO the only one who does that what does), it's silly to compare anyone to him.
