Probably the club believes he will never overcome his injuries. Rafinha is good midfielder, better than some of our reserves that are still in Valverde's orbit, but injuries are part of the story.

He had a great year at Celta, but despite that there's always that chance he won't be able to transition that back to Barcelona.

Honestly I wouldn't doubt the club thought even before his injuries he wasn't going to be that next big thing and from what he's shown they were right. He however could have been a great squad player but he wants to leave to be a starter elsewhere and I don't blame him either.

It is reported Rafinha’s loan to Inter does not include a compulsory purchase option if they qualify for the Champions League.
Mundo Deportivo claimed Inter would be obliged to pay Barcelona €35m plus €3m in bonuses if they finished in Serie A’s top four, but Sky Sport Italia see no reason to believe this.
