Romeu will be ready next year, so I believe that is why Pep would like to sign an older player. Everyone in the club counts on Romeu and do not want to block his growth.
Capoue is a player I would like to have immediately, but that would not be good news for Romeu. However, even with a younger signing he (Romeu) would still have a chance to fight into first team matches IMO.
