How about Ivan Lendl?
Federer has the stats to back him up though. Plus, one other thing to take into account: In this day of age we have so much more professional tennis-players than few decades ago. Meaning the competition is much stronger.

Nastase was a pure magician, I have some video lessons with him, and in my opinion he had the best drop shots and lobs in the history of the game.

Rod Laver. The thing you have to remember is that Laver played much of his career before the open era (when only amateurs were allowed to compete in the Grand Slam events). He won the Grand Slam in 1962 as an amateur, then turned professional and was not eligible to compete in Grand Slam events again until they were opened up to pros in 1968. He won the Grand Slam again in 1969 (the only player to do it twice). Had he not been ineligible for the Grand Slam events through the prime of his career, Federer would still be chasing him. The guy won 45 open titles after he reached the age of 30. Look up his stats and you'll see that nobody else really compares. Borg might have been as good for a short time, but nobody played at Laver's level for such an extended period of time.
