Why not to Everton?

He has signed for Benfica for around 20m.

Yeah. He's not the youngest anymore at 24 but Benfica is probably a good club to start his European career.

They're building quite a solid team. Pedrinho (another former Brazilian wonderkid who we were interested in a year or two ago) has also signed with Benfica this month, they're apparently also very close with both Cavani and Vertonghen on free transfers. Also going there is Freiburg's Luca Waldschmidt who was a top scorer at U21 Euro last year and also has 3 caps for German senior NT.

They'll probably sell at least one player for big money. My guess is Ruben Dias who is linked to EPL clubs or maybe Grimaldo with several Serie A teams showing interest (he's currently still recovering from a knee injury though) but Jorge Jesus should still have a good team at his disposal.

His transfer didn't go through because 3+ different third parties held rights to his contract, which made it a pain in the ass for European clubs to deal with. With COVID-19 Gremio is strapped for cash, which allowed Everton to go for a low fee despite his fucked up contract situation.
