That is a penalty. Just compare the movement of both arms on the way down, the left moved to the ball.

Anyway Croatia not exactly lucky in that final so far.

im not talking about intentions im talking rules...if u spread your hands its a peno regardless of the intentions unless the ball came from a very near place (if it touched umtiti first for instance he wouldnt have called a.peno because the distance would be too short)
