He's being seen as a "good signing" because he's exceeded expectations thus far.
His performances have been higher than what we all initially expected.
His goal tally so far stands at 6 which is the third most in the team behind Mess and Luis.
Whether he's starter material or not is debatable.
However, he has contributed to the team at both ends of the pitch especially with those forward runs.

Bruce Lee came from Hong Kong.
He is galaxies away from keita who without being a great mf knew the game and was a smart player. Paulinho added nothing to the midfield in both the attacking and defensive departments. Scoring goals against weak side isnt worth 40 M.
