They were never going to sanction them before financial year end and have told them what needs paid and will revisit if they fail to do so.
Neymar and Mbappe transfers will have similar impact on next few summers and PSGs ability to spend will be hit.
If they can keep Neymar happy in the backwater.

FFP have a close eye on them and need to sell first.
Spend this summer and it will be more than 60m they have to make up next year.
