If PSG can get Alex Sandro and Fabinho, I think they’ll have a very good season. Tuchel could be the final piece of the puzzle.

Sandro and Fabinho would be great signings and starters over Lo Celso and Yuri. Lo Celso can be good with his short passing but he can be a liability in defense (ie silly backward pull on shoulder leading to Real's penalty) and Yuri just looks frustrated most of the time.
Fabinho's denied any contact by PSG so far.
Tuchel could definitely make better use of Pastore. It's gonna be interesting to see how it pans out.

No. Even if you've prime Arrigo Sacchi as coach, you would be completely destroyed by the element of surprise the la liga teams bring by their sheer quality.
Mind that Arrigo Sacchi won European trophies, Serie A is the best league in the world. Even the most intelligent football ever Cruyff coached by Rinus won three European cups as player only when Feynoord was European super power. (They won the European Championships that preceded Ajax's three consecutive championship). When Bayern won CL Dortmund was excellent and destroyed RM and only lost by 1 goal difference in the final. You cannot compete for CL as long as your league doesn't have team of European quality.

When was the time a team cruised through the champions league tournament without being in the top 2 leagues in the world?
From 2005-2008, EPL and Serie A were the best leagues and unsurprisingly they were the champions and finalists in that time.
By your logic, Monaco can win Europa league. We are talking about being the best team in the world.
