There's also the fact that City aren't in the same league as Malaga and as such Malaga might be more willing to sell to them.

Warming the bench in City.

Sign him in January and send MAtS on loan(and don't bring him back until they intend to start him in LL). He can warm the bench and probably play a few Copa games here too.
