I think the Spurs offer was probably not true. And even if it was, Mr Babka is very familiar to make an offer to see the opponents eagerness, and then change it at the 11th hour. And then change it again. Very babka tactics.

Also Lenglet turned down SA. Clearly a strategy from them to maintain the Barca wage and play in Europe as long as possible. He is going to be back in EPL at Villa, so it was correct as he still has the level.

These Saudi themes are looking for players that are marketable to a degree with some sort of reputation if not very skilled. Lenglet is outstanding in not a single area.
