It actually makes sense when I think of it. EU citizenship simply means citizenship in an EU-country. There's no such thing as countryless territory within the EU, so can't be one without the other..
Don't know how I didn't get this at first, guess it's just me having it all by default and I have therefor actually never really given it a thought.

Seri wouldn't count as non EU player.
